Wetherby independent review of progress 2022
Summary
we found that outcomes for children had declined in the areas of purposeful activity and resettlement on the main site and across all four healthy prison tests on Keppel unit. At this independent review of progress, we assessed progress against 14 recommendations and found that progress was reasonable or better in six areas but insufficient or worse in eight areas. 1.2 At our previous inspections of HMYOI Wetherby and the Keppel unit in 2019 and 2022, we made the following judgements . Figure 1: HMYOI Wetherby healthy establishment outcomes in 2019 and 2021 Good 4 Reasonably good 3 Not sufficiently good 2 Poor 1 0 Safety Care Purposeful Resettlement activity 2019 2021 Figure 2: Keppel unit healthy establishment outcomes in 2019 and 2021 Good 4 Reasonably 3 good 2 Not sufficiently good 1 Poor 0 Safety Care Purposeful Resettlement activity 2019 2021 Report of an independent review of progress at HMYOI Wetherby and the Keppel unit 3 1.3 At the time of our visit leaders (see Glossary) faced several challenges, the very high concentration of need on the girls unit was difficult to manage and some boys who had transferred from other establishments had been involved in assaults on other children and staff. Morale among operational staff in particular was described to us as low, there were some staffing shortfalls and leaders were finding it difficult to recruit. 1.4 A key theme in areas where progress was not good enough was that the pace of change was too slow.
