Sets requirements for open prisons to prevent absconds, respond to incidents, report them and review what happened. Each prison must assess local risk and maintain an abscond reduction strategy. The policy distinguishes leaving open conditions without permission from a failure to return from temporary release, which follows a different reporting process.
