Special Measures Assessment
MG02 – Special Measures Assessment records whether a witness may need help to give their best evidence in court. Police provide it to the CPS to support consideration of a special measures application. The court - not MG02 - decides whether to grant any measure.

MG02 is used where a witness may need support to give evidence because they are a child, are vulnerable, have communication needs, or are fearful or distressed about giving evidence.
The form helps police and the CPS record:
- why the witness may be eligible for special measures;
- the witness’s communication, health or support needs;
- which measures may help, such as a live link, screen, intermediary or communication aid;
- the witness’s own views; and
- any relevant supporter or intermediary arrangements.
MG02 is not a court application and does not guarantee that special measures will be granted. The CPS uses the assessment when deciding whether to apply to the court. The court must decide whether a measure is appropriate and likely to improve the quality of the witness’s evidence.
Witnesses should tell police as early as possible about any disability, communication need, fear, health condition or support requirement. The main legal framework is the Youth Justice and Criminal Evidence Act 1999, with practical guidance from the CPS Special Measures guidance.
