Independent Sentencing Review

More information

The Independent Sentencing Review (ISR) was commissioned by the UK Ministry of Justice in October 2024 to address a severe prison capacity crisis. Led by former Lord Chancellor David Gauke, the review aimed to reform sentencing, reduce reoffending, and ensure the prison population does not exceed available space. The final report, published on 22 May 2025, provided recommendations that resulted in the Sentencing Act 2026.
